The UN Security Council meets this Tuesday, October 21, for the second regular briefing on the situation in Kosovo. The Secretary-General’s Deputy Special Representative and UNMIK Officer-in-Charge, Milbert Dongjoon Shin, will present the Secretary-General’s latest report covering developments from 16 March to 15 September.
The report notes that there has been very little progress in implementing agreements facilitated by the European Union, including the Ohrid Agreement of February 2023, while tensions between Belgrade and Pristina remain high. Milbert Dongjoon Shin is expected to call on both sides to resume dialogue and avoid unilateral actions that could increase clashes.
An important part of the discussion is expected to focus on the security situation in the north of Kosovo. According to the report, the Kosovar authorities have closed several Serbian-funded institutions, including the Pension and Disability Insurance Fund, the National Employment Service and water supply companies in the northern municipalities. These actions have been condemned by Belgrade and criticized by the EU and the UN, which have called for the issues to be resolved through dialogue.
Internal political developments can also be included in the agenda. After months of deadlock for the constitution of the Assembly of Kosovo, Dimal Basha of Vetëvendosje was elected Speaker of the Assembly of Kosovo, while on October 10 Nenad Rashić was appointed vice-president representing the Serbian community, a decision that Lista Serbe has opposed as unconstitutional.
