The President of Kosovo, Vjosa Osmani, has criticized the request of the Serbian List for the suspension of the work of the Assembly, describing it as unnecessary and harmful to the interests of Kosovo and all citizens, including the Serbian community.
She emphasized that the constitution of the Assembly is in accordance with the judgment of the Constitutional Court and that the rapid formation of a government with a full mandate is in the interest of the country.
Vjosa Osmani clarified that the creation of the government depends on political coalitions and that she, as president, cannot interfere in this process.
In the event that the first party does not secure the votes for the formation of the government, Osmani stated that the constitutional deadlines and the judgments of the Constitutional Court, which foresee a period of 30-45 days after consultations with the political parties, will be respected.
“There have been extraordinary delays in the creation of institutions, this is yet another attempt at delays, which, as you know, have damaged the interest of Kosovo. Many months have passed without a government that would have a full constitutional mandate, because as you know with the Law on Government, the powers of the government in office are limited. It is in the interest of Kosovo as soon as possible, now that the Assembly has been constituted in accordance with the last judgment of the Constitutional Court, to have a government with a full mandate. The creation of the government then depends entirely on the coalitions between the political parties, and there I as the president cannot intervene, I believe you can ask the parties how far they have reached with this issue. But it is in the interest of all our citizens, regardless of ethnicity, to have institutions with a full constitutional mandate”. Osmani said.
Asked if Kosovo will not have a new government by Sunday, will there be elections, Osmani said that if the country reaches that situation, there are certain deadlines for this issue.
“If we come to such a situation, where neither the first party nor anyone who can have a second chance, because it is at the discretion of the institution of the Presidency, do not reach the deadlines set by the Constitution and by the judgment of the Constitutional Court, there are several judgments in fact related to this topic that clarify this issue, but then the deadline that is given is 30 to 45 days and I will set this date in accordance with the interests of Kosovo and consultations with political parties. But, I would not hurry to give assumptions that it will fail in the creation of the government, there is still some time, let’s see. I hope that there will be maximum commitment for the creation of the government of Kosovo because the citizens voted on February 9 to have institutions and not to return to the elections”. Osmani further stated.
She avoided speculation about a possible failure to form a government, saying there is still time for negotiations. For the lack of commitment of the parties to secure the votes, Osmani suggested that there may be developments that are not public, leaving open the possibility of unofficial meetings.
