Terras draft report on Kosovo: 2025, “lost year” due to political deadlock

The political and economic developments in Kosovo, the rule of law, the dialogue with Serbia and the integration path of the country towards the European Union, have been the headlines of the draft report compiled by the rapporteur in the European Parliament, Riho Terras.

The report underlines that the year 2025 was characterized by a long political impasse, which also affected the functioning of institutions in the country.

Also, the report states that the long period of institutional deadlock is considered a “lost year” for Kosovo, although the formation of new institutions after the December 28 elections in Kosovo is welcomed.

The report also notes that the Assembly failed to elect a new president within the constitutional deadline, which pushed the country towards new elections and led to the dissolution of the Assembly by presidential decree in March 2026.

“The European Parliament welcomes the formation of the new Assembly and Government of Kosovo on February 12, 2026, following the early parliamentary elections held in December 2025 and after more than a year of political deadlock; however, it regrets the paralyzed political process during 2025 that resulted in a ‘lost year’ for Kosovo; it further regrets the failure of the Assembly to elect a new President within the constitutional deadline, postponing thus the country towards new elections; take note of the dissolution of the Assembly by presidential decree on March 6, 2026“, says the report.

According to RTK, the report reiterates support for Kosovo’s application for membership in the European Union, submitted in December 2022. In this context, the five EU member states that have not yet recognized Kosovo are called on to move towards its recognition, so that the country can advance in the integration process on equal terms with other candidate countries.

Likewise, the European Parliament of Kosovo seeks to speed up the implementation of reforms related to the EU, especially in the field of the rule of law and the protection of fundamental freedoms. The EP has called on the European institutions to remove the remaining measures against Kosovo, stressing that they are no longer justifiable.

On the international level, the report confirms the support for Kosovo’s application for membership in the Council of Europe and for its inclusion in the NATO program called Partnership for Peace.
