Gjoka recalled that two parliamentary elections were held within one year, while now the country is facing a new political crisis regarding the election of the head of state, a figure who, according to him, is a symbol of national unity. He added that although the process was expected to take place on time, political forces failed to avert the deadlock, despite discussions on preventive measures.

“The biggest problem is the institutional impasse. The Constitution has well defined the ways of setting up institutions by the Assembly. This issue was expected because the political clashes between the political forces in Kosovo have been very heated. The fact that 2 parliamentary elections took place within 1 year and now we come to another political impasse which is the election of the President, shows that the problem is in politics, even more so in the election of such a figure who is the symbol of national unity. The election of The president expected that it would happen at the appointed time, the political forces were also aware and there was talk of the measures that had to be taken to avoid a stalemate,” he said.

According to the former ambassador, the responsibility is distributed proportionally, but the main political force that runs the country bears the biggest burden. Gjoka underlined that political stability would be served by the fact that the President came from the opposition, to create a balance of power, but the opposition did not present a candidacy, taking its share of responsibility.

“Responsibility is proportional, of course the main political force that leads the country has the greatest responsibility. It would serve political stability in the country if the figure of the president came from the opposition for the balance of power in Kosovo, but the opposition forces did not present themselves with a candidacy, so they also have their responsibility”, he emphasized.
