Kosovo has ended the local elections process, which continued this Sunday for 12 hours in 38 municipalities of the country, to continue with the vote counting phase after 7pm.

About 2 million residents were invited to exercise the right to vote. By 7pm, the Central Election Commission (CEC) reported that the participation was about 39.58 percent or nearly 801,000 citizens addressed the ballot boxes in the designated centers.

These elections showed “political and democratic prudence”, said Parliament Speaker Dimal Basha after voting in the city of Ferizaj, while praising the peace in which the all -day process was held.

Before him were voted President Vjosa Osmani and Prime Minister Albin Kurti, along with all the leaders of the main parties.

Some municipalities towards the second round of voting on November 9

In municipalities where none of the mayor candidates have managed to secure over 50% of the vote, the process goes into the runoff. In this case, the two candidates with the most popular support from the first round are in front of each other.

The CEC has announced that the runoffs will be held after four weeks from today, November 9, 2025.

The candidate is elected mayor if he wins 50%, plus one vote of the total number of valid votes cast in that municipality. If this is not achieved, then after four weeks the second round between the two candidates, who have won the most valuable votes is organized. Based on the preliminary results of the Central Election Commission in Kosovo, the Municipality of Prishtina is expected to remain in the hands of current Mayor Perparim Rama from the Democratic League of Kosovo. He is followed by the candidate of the Vetevendosje Movement Hajrulla Ceko and Uran Ismaili of the Democratic Party of Kosovo in third place. Meanwhile, Besa Shahini, the former Minister of Education in the Government of Albania and one of the two women who ran to lead Pristina, has secured less than 2 percent of the vote according to the updated result by the CEC at 00:19.

A total of 93 political entities – 32 political parties, 2 coalitions, 32 civic initiatives and 27 independent candidates participated in these elections. These formations seek to provide the chairman of each of the 38 municipalities of the country, as well as to have their part in their respective municipal councils.

The total number of candidates certified to be elected is 5,624. Of these, 205 compete for mayors and 5,419 for municipal assemblies.

2,025.105 voters within the territory of Kosovo had the right to exercise their vote, while 43,993 citizens were registered to vote by post from abroad. Of the new voters, 26,654 eighteen -year -olds had the opportunity to vote for the first time.
