According to Beqa, what can be considered as unexpected is the movement of Vjosa Osmani that caught Albin Kurti by surprise.
“The political situation in Kosovo remains highly polarized between the majority and the opposition. The opposition also remains divided. It was expected that we would be faced with such a situation.
What is unexpected and it seems that Albin Kurti himself was caught by surprise is the reaction of President Vjosa Osmani to the announcement of the decree for the elections.
This is a factual reality already created in Kosovo. It remains to be seen how the Constitutional Court will react where this decree was appealed and if there will be a different interpretation…”, said Beqa.
He pointed out that the problem in Kosovo is the constitutional deadlock and so far there is no strategy for the way out of the situation in which Kosovo finds itself.
Beqa further emphasized that “there is only one way out of this deadlock; the Constitutional Court gives a clear and precise, unambiguous interpretation of the Constitution or the Constitution is changed to find another way of electing the president“.
“Secondly, the problem is the constitutional impasse that has been created, and I believe that the problem is that there is no way out of the situation we are in. We went to the elections and the same situation will be repeated, because the political configuration forces the quorum to be created by consensus.
When the legislator drafted the Constitution of Kosovo, he requested that the president be elected by consensus because he is a representative national figure.
If the political parties fail to elect a representative figure we will find ourselves in such a reality, such a deadlock, and it seems imperative that there is only one way out of this deadlock; The Constitutional Court gives a clear and precise, non-ambiguous interpretation of the Constitution or the Constitution is changed to find another way of electing the president”. Beqa further stated.
