The Democratic Party of Kosovo demands that the Assembly start without delay the procedure for changing the law on the Specialized Chambers in The Hague, an initiative which this party has submitted to the government. MP Përparim Gruda said that the initiative must be approved before October 6, when the deadline for the election of the president ends.
Gruda said that the law was drafted with high expertise and does not violate any international obligation undertaken by Kosovo for the establishment of the Special Court.
“The law was drafted with a high expertise of people inside and outside the PDK, but it does not mean that we are not open to hearing other opinions to improve it. The law does not violate any international obligation.”
Gruda also clarified concerns that the law could be repealed by the Specialized Chambers in The Hague.
“Pr. The law removes the competence of the constitutional chamber in The Hague for abstract control of the law. This law will never be subject to constitutional control by the chambers in The Hague, but by the GJK in Kosovo. The main change is that war crimes will no longer be tried in The Hague, but in the institutions in Kosovo. For the current accused, the appeal will also be decided there, but the third instance, the Supreme Court, will return to Kosovo. “
The head of the parliamentary group of the PDK, Arian Tahiri, called on the government of Kosovo to bring the law to the Assembly for approval, separating this issue from that of the election of the country’s new president.
“The law is above every political account. The president is the consensus and political will of the political subjects. But the law is our national obligation.”
A week from the end of the Constitutional deadline for the election of the new president, the political parties have not yet published the name of a possible candidate to succeed Vjosa Osman. Albulena Haxhiu has held her position for almost six months, but the latter can stay in the president’s office until October 4.
