The complaints panel in Kosovo cancels the CEC decision, the Serbian List returns to the election race

The Electoral Panel on Appeals and submissions accepted the complaint of the Serbian List and canceled the decision of the Central Election Commission (CEC), which on 21 August rejected the certification of this political entity for the local elections of October 2025.

In its decision, the ECAP ordered the CEC to register the Serbian List with the list of candidates for municipal assemblies and mayors, stressing that the CEC reasoning was not fully based on law and it was not convincingly proven that the candidates were in violation of legal criteria for the right to be elected.

“The complaint of the political entity is approved by the Serbian List, based in North Mitrovica, filed against the decision of the Central Election Commission (CEC), due to non -certification of the candidate list for municipal assembly and candidates for mayor of the Serbian List, for participating in the Republic of Kosovo Local Elections.

The Central Election Commission’s decision (CEC) is canceled and the CEC is ordered to certify the Serbian political entity with the list of candidates for municipal assemblies and candidates for mayor of this political entity, as recommended by the Office for Registration, Certification and Financial Control of Political Entities in the CEC dated 21.08.2025 October 12, 2025, ”reads the decision of the ECAP.

The CEC decided on August 21 the Serbian List in the October 12 elections with the argument that some candidates did not meet the legal criteria for being part of the election race. Members of the Vetevendosje Movement voted against the registration of Serbian List candidates, while opposition members abstained.

The move was also criticized by the EU, US and OSCE, which stressed that the exclusion of a political entity violates pluralism and inclusion in the electoral process.
