The government of Montenegro has approved a new decree on the visa regime, aligning its policy with that of the European Union.
According to the decision, from November 1, 2026, citizens of Belarus, China, Russia, Saudi Arabia and Turkey will need a visa to enter the Montenegrin territory.
The Ministry of Foreign Affairs has emphasized that this change is part of the country’s obligations on the road to EU membership, but at the same time measures are being taken to make the process as simple and accessible as possible.
“The process of obtaining a Montenegrin visa will remain easy and accessible for the citizens of these countries,” the official announcement states.
An important innovation is that visa applications will no longer be submitted only to Montenegrin embassies and consulates.
Thanks to cooperation with the international company VFS Global, applicants can submit their documents to visa application centers in countries such as India, Bangladesh, Kyrgyzstan, Azerbaijan, Turkey, United Arab Emirates and Russia.
In the coming months, the network of centers will be expanded to Pakistan, China, Armenia, Kazakhstan, Philippines, Qatar, Saudi Arabia, Bahrain, Belarus, Nepal and Uzbekistan, while their opening is also planned in Jordan, Kuwait, Thailand and Indonesia.
The Ministry has also announced that it is working on the creation of a new Visa Information System, which will be interoperable with EU systems and compliant with Schengen security standards.
The final goal is to introduce the electronic visa (e-Visa), which will allow online applications, speeding up procedures and providing more efficient services to citizens.
