Kosovo/ The Committee on Legislation unanimously approves the Law on Specialized Chambers

The Commission for Legislation in the Assembly of Kosovo has unanimously approved the addition-amendment of the Law on Specialized Chambers and the Office of the Specialized Prosecutor. The draft law is expected to be processed for first consideration in the extraordinary session of the Assembly. The chairman of the Legislation Committee, Vigan Qorolli, said that the committee has considered the opinion of the Ministry of Justice and that, according to him, the changes meet the necessary legal standards. Qorrolli stated that the parliamentary group of the Vetëvendosje Movement will support the draft law, simultaneously seeking the unity of the deputies for its approval.

“We as LVV will give our vote in favor and help to overcome this situation, because the just fight of the KLA is the most glorious part of our identity”. said Qorrolli.

The member of the Commission from the ranks of the PDK, Përparim Gruda, said that the changes aim to regulate the jurisdiction for war crimes cases, without affecting the Constitution and without violating Kosovo’s international obligations. According to Gruda, the competence for examining certain cases will be transferred to the Constitutional Court of Kosovo, while other war crimes cases will be handled by the justice institutions in Kosovo. Gruda clarified that the process against the former leaders of the Kosovo Liberation Army, Hashim Thaçi, Kadri Veseli, Jakup Krasniqi and Rexhep Selimi, will continue in The Hague and, in case of a third degree of trial, the case would be processed in Kosovo.

Meanwhile, the member of the Commission from AAK, Besnik Tahiri, requested that the legal changes be approved during the day in both readings. Tahiri said that changing laws is part of the normal functioning of institutions and that the experience created by judicial processes should be taken into account in improving the legislation. After the approval in the Committee for Legislation, the bill is expected to be considered in the extraordinary session of the Assembly of Kosovo.
