According to Bloomberg, the proposal envisages, among other things, the recognition of the Ukrainian peninsula of Crimea and the Donetsk and Luhansk regions in the east of Ukraine, including the parts that the Ukrainian forces have successfully defended against the aggressor, as Russian, as well as the parts of the Kherson and Zaporozhye regions that are now occupied by Russia.
The proposal also includes a limit on the size of the Ukrainian army, the document makes no mention of Russian forces. In case of approval, the plan would prevent not only the entry of Ukraine into NATO, but also the expansion of the North Atlantic Alliance by other countries in the future.
