Today ends the constitutional deadline for the election of the President of Kosovo, while the lack of political consensus has left the country facing the possibility of new elections. In the hours of yesterday evening, the chairman of the PDK, Bedri Hamza, met with the Prime Minister and the head of the Vetëvendosje Movement, Albin Kurti, in an effort to find an agreement on the election of the President.
However, according to the reports of journalist Albina Haliti from Kosovo, PDK has decided as a condition for giving its 22 votes the approval of changes in the Law on Specialized Chambers.
PDK, according to her, wants to finish the procedure for changing this law first and then vote for the President. According to the Rules of the Assembly, 72 hours must pass between the two readings of a draft law, which complicates the completion of the procedure within the constitutional deadline.
“It is expected that a session will be called due to the expiration of the acting presidency and then a new president will be elected. The PDK has as a basic condition 22 votes for voting, so it can be calculated and processed in the Assembly with other draft laws in the Assembly, such as the one for the Special Court. If we don’t have a president today, we will go to elections.
Exceedings and evasions from the Regulation can be done in the Assembly of Kosovo. The second reading of the special draft law could have continued yesterday and not have to wait for 72 hours, as the Rules of Procedure of the Assembly say, for laws of this importance, such as this one. Even earlier, the Assembly avoided the Regulation even for laws that did not have importance like this one.
PDK is determined not to give its 22 votes in any form, if this law is not passed. In the late evening, Bedri Hamza, the head of the PDK, met with the head of the LVV, Albin Kurti, to try to find a political agreement, taking into account that today we are on the last day of the expiration. According to the Constitutional Court, if today, until midnight, we do not have a president, we will go to early elections and neither the Government nor the Assembly will have any effect“, said the journalist for the show “Good Morning Albania-Current Affairs”.
Efforts are expected to be made in the Assembly to find a procedural and political solution, while it remains unclear whether an agreement will be reached during the day. According to the decision of the Constitutional Court, the 60-day period for the election of the President started on August 8 and ends today, October 6. If the President is not elected within this period, the Assembly is dissolved and the country goes to new parliamentary elections. The elections, according to the constitutional definition, must be held within 45 days of the dissolution of the Assembly.
