The law on foreigners enters into force, a 12-month residence permit for Serbs without documents of the state of Kosovo

Today, the full implementation of the law for foreigners in Kosovo came into force, while the EU and the authorities in Pristina have agreed on some additional measures that mitigate its effects for members of the Serbian community without Kosovo documents.

The agreement aims to ease the situation for citizens who live in Kosovo, but who are not equipped with documents issued by the authorities in Kosovo.

According to the new decision, these citizens will be able to obtain a temporary residence permit for a period of at least 12 months. During this time, they will be allowed to use as identification documents the identity cards issued by the Serbian authorities until March 15, 2026.

The agreement was welcomed by the EU envoy for the Kosovo-Serbia dialogue, Peter Sorensen, during a press conference in Pristina with EU ambassador Aivo Orav and Prime Minister Albin Kurti.

Sorensen emphasized that the priority remains to equip workers and students with residence permits, so that the provision of health and educational services is not interrupted.

For his part, Kurti declared that the government will start the integration of the education and health system within the framework of Kosovo’s laws.

He announced that the local authorities will submit the lists of academic and health staff working in these structures for the granting of temporary residence permits. This agreement was immediately welcomed by the chief European diplomat Kaja Kallas, who described it as a new impetus for dialogue.
