A suspected operational plan for interference in the local elections of October 12, 2025 is one of the main suspicions of the Special Prosecutor’s Office of Kosovo regarding Fatmir Sheholli.
According to the indictment filed on Tuesday, he was recruited by the Information Service of Serbia, carrying out tasks that, according to the Prosecution, were given to him by the official of this service, Bojan Dimić.
Sheholli is accused of espionage and blackmail under the Criminal Code of Kosovo, as it is suspected that he collected, secured and forwarded to the Serbian BIA agent through telephone messages information and documents related to political activities, the security situation and the functioning of Kosovo’s institutions.
Based on the plan, according to the indictment, on September 26, 2025, Sheholli had traveled to North Mitrovica, where he had received audio materials and transcripts of conversations of several senior officials of the Ministry for Communities and Returns, which, according to the Prosecution, were intended to compromise the officials. The indictment states that Sheholli received 5 thousand euros for this task.
Then, according to the Prosecutor’s Office, he handed over the materials to a journalist, along with 1,000 euros, and instructed him on the manner and time of their publication.
The prosecution claims that through these actions the aim was to influence public opinion and interfere in the electoral process of October 12, 2025.
The indictment also states that a document in the Serbian language was found on Seholli’s seized mobile phone with the inscription “Top Secret 2”, where it is stated that most of the funds collected by the Islamic embassies in Belgrade will be invested in the construction of mosques in Kosovo.
Fatmir Sheholli was arrested on October 9, 2025.
