The President of the Republic of Kosovo, Justina Shiroka Pula, has made an official decision to return to the Assembly of Kosovo for reconsideration of the Law on amending and supplementing the Law on Specialized Chambers and the Office of the Specialized Prosecutor.
According to the official announcement distributed by the Presidency, this procedural step came after a direct request from the initiating parliamentary group. Among other things, it is known that “The President has accepted the official proposal of the Parliamentary Group of the Democratic Party of Kosovo, as sponsor of the law, to give the Assembly the opportunity to reconsider it, especially the provisions related to the jurisdiction and mandate of the Specialized Chambers, as well as the full guarantee of the constitutional rights of the persons who are being tried before these Chambers”.
In the reasoning accompanying the institutional decision, the head of state emphasized the verification of historical events and the preservation of the dignity of the liberation war. President Shiroka Pula has praised “the sacrifice, commitment and contribution of the Kosovo Liberation Army and its leaders in the fight for the freedom and independence of Kosovo”simultaneously confirming its consistency with previous parliamentary positions.
The act of returning the law is also directly related to judicial developments on the international scale. In the decision, the President recalled her support for the Declaration of the Assembly dated September 28, 2026 regarding the process against the former leaders of the KLA in The Hague, while underlining the firm position “against any attempt to distort the historical truth of Kosovo, to question the liberating character of the war or to equate the people who fought for freedom and survival with the regime that oppressed them”.
The inter-institutional effort is expected to continue at the diplomatic level as well. In conclusion of the reasoning, it is known that the President “has developed and is continuing consultations with representatives of relevant state institutions and entities”with the aim of coordinating diplomatic steps for the protection of historical truth as well as “for the best possible protection of the rights and interests of its leaders who are being tried in the Specialized Chambers”.
